Other Expenses Incurred During Training and Education Process

This is one of the notable content in Circular 88/2017/TT-BTC guiding the financial mechanism for implementing the Scheme on training and fostering scientific and technological human resources domestically and abroad using the state budget.

To be specific:, according to the guidance of Article 8 Circular 88/2017/TT-BTC, the expenses incurred during the training and retraining process are stipulated as follows:

Bank transfer and receipt fees related to training and retraining courses abroad (if any): Based on the regulations of the local bank and in Vietnam, if transfer or receipt fees are incurred, the State Budget will cover these expenses according to the actual costs incurred.

In the case where the actual duration of training and retraining exceeds the period stated in the Decision of the Minister of Science and Technology due to force majeure reasons, only the policies extending the duration will be paid when there is a supplementary decision from the Minister of Science and Technology and it does not exceed the permissible extension period as prescribed in Article 3 Circular 13/2016/TT-BKHCN.

Support for expenses to handle risks and force majeure events for those sent for training and retraining: In the event that the person sent for training and retraining dies: Full support for the cost of transporting the body or the urn from abroad to the country or support for the remaining part of this transportation cost after insurance coverage.

Other expenses related to training and retraining courses abroad, besides the expenses specified in Article 4, Article 5, and Article 7 of Circular 88/2017/TT-BTC (if any): Based on the notification of acceptance of students from the training institution and the capability of the state budget, the Minister of Science and Technology shall issue a Decision approving other expenses related to the course, ensuring not to exceed the total budget allocation for the year of Scheme 2395.
