Recently, the Ministry of Industry and Trade issued Circular 14/2020/TT-BCT providing guidelines on certain regulations for industry and trade sector inspections, effective from August 15, 2020.

Article 15 of Circular 14/2020/TT-BCT regulates the fostering of professional skills for specialized inspections in the Industry and Trade sector as follows:

- The Inspectorate of the Ministry is responsible for organizing training and fostering professional skills for specialized inspectors, officials assigned to perform the tasks of specialized inspection, and officials conducting specialized inspection work in the Industry and Trade sector.- The Chief Inspector of the Ministry shall issue a Decision to open training courses for specialized inspection skills, specifying the duration, location, the fostering institution responsible for organizing the course and issuing Certificates of Completion to the trainees, and the responsibilities of related organizations and individuals. (According to the form in Appendix No. 02 of this Circular).- The Inspectorate of the Ministry is responsible for presiding, in cooperation with relevant agencies and training institutions, to develop the program, materials, and plan for fostering professional inspection skills, to be submitted to the Minister of Industry and Trade for approval and to organize the fostering according to the plan.- Before November 30 annually, agencies assigned to perform specialized inspection functions shall compile a list of officials expected to participate in the training and fostering of professional inspection skills for the following year and send it to the Inspectorate of the Ministry to develop the training and fostering plan. The Inspectorate of the Ministry shall submit the training and fostering plan for the following year to the Minister for approval before December 25 annually.- Public officials who complete the Program for fostering professional inspection skills shall be issued a Certificate of fostering professional inspection skills as prescribed.
