Organizational structure of the Public Employee Recruitment Council in Vietnam according to Decree 115/2020/ND-CP, is as follows:
1. Organizational structure of the Public Employee Recruitment Council in Vietnam
- In the case of a public service provider being assigned the authority to recruit: The Recruitment Council consists of 05 or 07 members, including:
- The Chairman of the Council is the head or deputy head of the public service provider;
- The Vice Chairman of the Council is responsible for organizing the personnel of the public service provider;
- The Member cum Secretary of the Council is a public employee who assists in the organization of personnel for the public service provider;
- Other members are individuals with expertise and experience related to recruitment, as determined by the head of the public service provider.
- If the appointment of the Chairman of the Recruitment Council cannot be arranged according to the regulations in point a of this clause, the competent authority managing the public service provider shall consider and decide.
- In the case of the competent authority managing the public service provider carrying out the recruitment: The Recruitment Council consists of 05 or 07 members, including:
- The Chairman of the Council is the head or deputy head of the authority with the authority to recruit;
- The Vice Chairman of the Council is the leader of the advisory department on personnel organization of the agency, with the authority to recruit;
- The Member cum Secretary of the Council is the representative of the advisory department on personnel organization of the agency with the authority to recruit;
- Other members are individuals with expertise and experience related to recruitment, as determined by the head of the agency with the authority to recruit.
2. Activities of the Public Employee Recruitment Council in Vietnam
The Recruitment Council shall work collectively and make decisions by majority vote; in the case of a tie, the decision shall be made according to the opinion of the Chairman of the Recruitment Council. The Recruitment Council has the following tasks and powers:
- Establishing support departments: Registration Form Inspection Board, Examination Paper Board, Exam Monitoring Board, Sealing Board, Exam Marking Board, Exam Review Board (if any); Conducting an examination interview or practical test in the second round;
- If necessary, the Chairman of the Recruitment Council shall establish a Secretary Team to assist in the work;
- Organizing the collection of application fees and using them according to regulations;
- Inspecting registration forms, organizing exams, marking exams, and reviewing exams according to regulations;
- Reporting to the head of the authority or unit with the authority to recruit on the decision to recognize the recruitment results;
- Handling complaints and denunciations during the recruitment process;
- The Recruitment Council shall dissolve itself after completing its tasks.
Note: Individuals who are the parent, sibling, or child of the applicant or those on the side of the spouse of the applicant; the spouse, biological or adopted child of the applicant, or individuals who are under disciplinary action or are implementing disciplinary decisions cannot be appointed as members of the Recruitment Council or support departments of the Recruitment Council.
