Regarding this matter, LawNet would like to answer as follows:

On April 4, 2024, the Prime Minister issued Decision 280/QD-TTg approving the Scheme to organize activities to commemorate the 80th anniversary of the traditional day of the Vietnamese People's Public Security (August 19, 1945 - August 19, 2025) and the 20th anniversary of the National Security Protection Day (August 19, 2005 - August 19, 2025).

According to the Scheme, the organizing activities include: propaganda, education, emulation - commendation activities; cultural, artistic, physical education, and sports activities; seminar, symposium, meeting, exchange activities; mass mobilization, gratitude and reciprocity activities; foreign affairs activities; ensuring security, order, and building the People's Public Security force...

Specifically, the commemoration ceremony will be organized as follows:

- Organizing authority

Central Committee of the Communist Party of Vietnam, National Assembly, State President, Government of the Socialist Republic of Vietnam, Central Committee of the Vietnam Fatherland Front, Central Party Committee of the People's Police - Ministry of Public Security.

- Organizing scale: National level.

- Time, venue

+ Time: 9:00 AM, Sunday, August 17, 2025 (estimated).

+ Venue: Conference Hall of the Ministry of Public Security, 44 Yet Kieu, Hanoi.

+ Live broadcast on VTVl/Vietnam Television and VOVl/Voice of Vietnam Radio (ANTV Television will also broadcast).

- Program content

+ Paying tribute to President Ho Chi Minh and commemorating the heroic martyrs: Delegations of leaders and former leaders of the Party, State, Central Committee of the Vietnam Fatherland Front; Central Party Committee of the People's Police - Leadership of the Ministry of Public Security; delegations from some central agencies, ministries, sectors, and organizations and Hanoi city to pay tribute to President Ho Chi Minh, offer incense at the Monument to the Heroic Martyrs.

+ Commemoration Ceremony program (with a separate program), inviting one comrade to deliver a speech on behalf of the Party and State leaders.

+ Leaders and former leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, including: General Secretary, former General Secretary; State President, former State President; Prime Minister, former Prime Minister; Chairman of the National Assembly, former Chairman of the National Assembly; Chairman of the Central Committee of the Vietnam Fatherland Front, former Chairman of the Central Committee of the Vietnam Fatherland Front; Standing Member of the Party Central Committee, former Standing Member of the Party Central Committee; Member of the Politburo, former Member of the Politburo; Central Party Committee Secretary, former Central Party Committee Secretary; Vice State President, former Vice State President; Deputy Prime Minister, former Deputy Prime Minister; Vice Chairman of the National Assembly, former Vice Chairman of the National Assembly.

+ Veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes (in Hanoi).

+ Delegates of the Central Steering Committee for the commemoration of major holidays and important historical events of the country in the period 2023 - 2025; leaders of central political and social organizations, ministries, sectors; leaders of provinces, centrally-run cities; delegates from the General Staff of the Armed Forces, Political General Department of the People's Army of Vietnam, and some agencies and units under the Ministry of National Defense; Standing Office of the Central Steering Committee for the commemoration of major holidays and important historical events of the country in the period 2023 - 2025.

+ Delegates from the Ministry of Public Security, Organizing Committee for the commemoration activities, the permanent support unit of the Organizing Committee summoned by the Ministry of Public Security.

+ Leaders of Public Security, police, and security agencies of neighboring countries, ASEAN countries, and some countries with friendly relations. Ambassadors, heads of diplomatic representative offices, and representatives of security and public security of some countries, heads of representative offices of some international organizations in Hanoi.

+ Comrades who are former leaders of the Ministry of Public Security; representatives of the families of the late Ministers of Public Security; leaders of units under the Ministry of Public Security; delegates representing the Association of Former People's Police; representatives of typical collectives and individuals in the movement "The whole people protect national security".

+ Delegates representing the forces participating in the protection of security and order at grassroots level; delegates representing artists, intellectuals who have made significant contributions to the cause of protecting national security, order, and building the People's Public Security force; people from all walks of life, students, youth in the capital city; officers, trainees of the People's Public Security schools.
