On September 30, 2024, the Government of Vietnam issued Decree 119/2024/ND-CP regulating road traffic e-payment in Vietnam.

Operation system and data center of the road traffic e-payment service providers in Vietnam

According to the provisions in Article 9 of Decree 119/2024/ND-CP, the operation system and data center of the road traffic e-payment service providers in Vietnam are as follows:

- The operation system and data center are invested, built, renovated, upgraded, managed, operated, and exploited by the road traffic e-payment service providers to carry out the following tasks:

+ Opening and managing traffic accounts;

+ Determining the costs that vehicle owners must pay for services provided by the road traffic e-payment service providers;

+ Connecting with legal payment methods of non-cash payment service providers or intermediary payment service providers (hereinafter referred to as non-cash payment service providers) according to the provisions in Clause 2, Article 11 of Decree 119/2024/ND-CP as follows: At the time of executing road traffic e-payment, the traffic account can only be connected to one non-cash payment method according to banking law provisions to carry out electronic toll payment. The non-cash payment method is provided by non-cash payment service providers via service contracts with the road traffic e-payment service providers;

+ Refunding toll revenues, fees, and service charges related to vehicle traffic activities to the managing collection units.

- The operation system and data center are invested, built, renovated, upgraded, managed, operated, and exploited by the road traffic e-payment service providers to carry out the following tasks:

+ Connecting and using traffic account information from the Electronic Toll Payment Data Management System;

+ Determining the costs that vehicle owners must pay for services provided by the road traffic e-payment service providers;

+ Connecting with legal payment methods of non-cash payment service providers according to the provisions in Clause 2, Article 11 of Decree 119/2024/ND-CP as follows: At the time of executing road traffic e-payment, the traffic account can only be connected to one non-cash payment method according to banking law provisions to carry out electronic toll payment. The non-cash payment method is provided by non-cash payment service providers via service contracts with the road traffic e-payment service providers;

+ Refunding toll revenues, fees, and other service charges related to vehicle traffic activities to the managing collection units.

- The operation system and data center must meet the following requirements:

+ The operation system and data center must be constructed according to relevant information technology technical standards, technical economic norms, ensuring stable and continuous operation;

+ Ensuring connectivity with systems and databases as specified in Clause 4, Article 9 of Decree 119/2024/ND-CP;

+ Ensuring the right to information exploitation of agencies, organizations, and individuals according to the provisions of electronic transaction laws and other relevant legal regulations.

- The operation system and data center are connected to the following systems and databases:

+ The Electronic Toll Payment Data Management System;

+ Equipment systems installed at collection points;
