Recently, the Minister of Public Security issued Circular 43/2015/TT-BCA stipulating regulations on visits; receiving and sending letters, money, and gifts; and phone communication for students in reformatory schools and inmates in compulsory education institutions.
At Article 7 in Circular 43/2015/TT-BCA, it is stipulated that the officers assigned to organize visitations must be professional officers, with the required qualifications, competencies, work experience, and the ability to manage and supervise students and inmates. The arrangement of officers for organizing visitations should be done on a rotating basis, with each individual performing this task for no more than 2 years.

Additionally, officers assigned to organize visitations for students of reformatory schools and inmates of compulsory educational institutions are responsible for:
- Receiving and checking the documents of visitors as stipulated in Article 5 of this Circular;- Preparing a list of students and inmates permitted for visitation, and submitting it to the Principal of the reformatory school or the Director of the compulsory educational institution for approval and signature before allowing visitations;- Managing and supervising students and inmates from the time they are received until they are handed over to the duty officers of the reformatory school or the compulsory educational institution, and signing the entry-exit logbook for students and inmates;- Not using students, inmates, or others to receive documents or carry out procedures for visits;- Requesting the unit’s leadership to reinforce personnel to handle visits in case of multiple visitors at the same time;- Fully updating information into the visitation logbook;- Not causing inconvenience, receiving, or sending letters; receiving money or gifts outside of the designated visitation area or outside the areas designated for students and inmates to receive visits; not personally receiving or delivering letters, money, or gifts to students and inmates and not accepting anything from relatives of students and inmates or from students and inmates as gifts or donations;- Not allowing students or inmates to use personal phones to contact others.
