On February 14, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 15/CD-TTg to proactively respond to the peak saltwater intrusion period in the Mekong Delta and Ho Chi Minh City.
In Official Telegram 15/CD-TTg of 2025, the Prime Minister of the Government of Vietnam requested the relevant units to urgently execute tasks to respond to the peak saltwater intrusion in the Mekong Delta and Ho Chi Minh City as follows:
- The Ministers of: Agriculture and Rural Development, Natural Resources and Environment, Construction, and the Chairmen of the People's Committees of provinces and centrally-run cities in the Mekong Delta region and Ho Chi Minh City continue to direct the strict and effective implementation of Official Telegram 128/CD-TTg of 2024 by the Prime Minister of the Government of Vietnam regarding the proactive prevention and control of drought, water shortage, and saltwater intrusion.
- The Minister of Natural Resources and Environment continues to direct close monitoring, provides full and prompt information about hydrological conditions, water resources, drought risks, water shortages, and saltwater intrusion in the Mekong Delta and Ho Chi Minh City to media agencies, functional agencies, and local authorities to ensure accurate, timely information and coordinate the implementation of appropriate and effective response measures, preventing passive and unexpected situations.
- The Minister of Agriculture and Rural Development assigns the ministry's leadership to directly monitor, direct, inspect, and urge localities, especially coastal areas of the Mekong Delta to deploy saltwater intrusion response measures suitable to the conditions of each area to minimize impact on agricultural production.
- The Chairmen of the People's Committees of the above provinces and centrally-run cities, especially coastal areas of the Mekong Delta and Ho Chi Minh City, organize close monitoring of meteorological and hydrological developments and forecasts, water sources, and saltwater intrusion to proactively implement specific response measures in accordance with the directives from the Ministry of Agriculture and Rural Development and suitable to the actual situation in each locality, focusing on implementing plans to ensure water supply for residential use and production, business activities, absolutely preventing shortage of drinking water for people, healthcare facilities, and educational institutions.
- The Minister of Information and Communications, General Director of Vietnam Television, General Director of the Voice of Vietnam, and General Director of the Vietnam News Agency are directed to update, report promptly, and accurately on the situation of saltwater intrusion, local freshwater shortages (if any), especially the directive works, tasks, and responsive solutions of the competent agencies for public awareness and proactive response.
- Deputy Prime Minister of the Government of Vietnam Tran Hong Ha is assigned to directly direct related ministries, sectors, and localities to rigorously implement Official Telegram 15/CD-TTg of 2025 and continue directing the deployment of saltwater intrusion response works suitable to the situation.
The Office of the Government of Vietnam, according to its assigned functions and duties, is to monitor and press for the implementation of Official Telegram 15/CD-TTg of 2025; promptly report to the Prime Minister of the Government of Vietnam and Deputy Prime Minister of the Government of Vietnam in charge on emergent and arising issues.
