This is a notable content stipulated in Circular 15/2014/TT-BNV, which provides guidance on the functions, tasks, powers, and organizational structure of the Department of Home Affairs under the People's Committee of the provinces and centrally-run cities; the Office of Home Affairs under the People's Committee of the districts, urban districts, district-level towns, and provincial cities.
Circular 15/2014/TT-BNV stipulates that the Department of Home Affairs shall have a Director, no more than three Deputy Directors, and officials executing specialized and professional tasks:
- The Director of the Department of Home Affairs is responsible to the District People's Committee, the Chairman of the District People's Committee, and before the law for performing the functions, tasks, and powers assigned and the entire operation of the Department of Home Affairs.- The Deputy Directors of the Department of Home Affairs assist the Director in charge of and monitor certain work aspects; they are accountable to the Director and before the law for the delegated tasks. In the absence of the Director, a Deputy Director is authorized by the Director to oversee the activities of the Department.
Also in Circular 15, the staffing of the Department of Home Affairs is specifically stipulated as follows:
- The staffing of the Department of Home Affairs officials is decided by the Chairman of the District People's Committee within the total staffing of the district as approved by the competent authority.- The allocation of tasks to the officials of the Department of Home Affairs must be based on job positions, official rank standards, and the qualifications, qualities, and capacities of the officials.
