On October 2, 2014, the Ministry of Education and Training promulgated Circular 33/2014/TT-BGDDT issuing Regulations on the standards for assessing the quality of nursing training programs at university and college levels.

Circulation 33/2014/TT-BGDDT stipulates the objectives and outcome standards of the nursing training program at university and college levels as follows:
1. The objectives of the program comply with the current regulations of the Higher Education Law and are periodically reviewed, adjusted, and supplemented.
- The program's objectives meet the goals of higher education;- The program's objectives meet the goals of nursing training;- The program's objectives are periodically reviewed, adjusted, and supplemented towards continuous improvement and quality enhancement.
2. The program's outcome standards satisfy the use requirements for university and college-level nurses.
- The content of the outcome standards fully demonstrates the required achievements in political qualities, ethics, professional knowledge, and vocational skills according to the Basic Competency Standards for Vietnamese Nurses issued by the Ministry of Health and the Professional Ethics Standards for Nurses issued by the Vietnam Nurses Association;- The content of the outcome standards meets the use requirements for nurses, especially in the fields of practice and clinical work, responding to the healthcare needs of patients, their families, and the community, suitable for Vietnam and regional as well as international integration;- The content of the outcome standards is tied to the objectives and mission of the school, fitting local realities and the industry's requirements.
