What is the number of delegates attending Vietnam Fatherland Front Congress at all levels? – Thanh Hai (Bac Lieu)
The Central Executive Committee issued Directive 22-CT/TW dated May 25, 2023 on leadership of the Vietnam Fatherland Front Congress at all levels and the 10th National Congress of Vietnam Fatherland Front, term 2024-2029.
In which: Delegates attending the congress must be representative of their qualities, capacity, and prestige, represent all classes of people, and contribute wholeheartedly and responsibly to the success of the congress.
The number of delegates attending the Vietnam Fatherland Front Congress at all levels may increase but not exceed 10% compared to the previous Congress.
Thus, the number of delegates attending the National Congress of the Fatherland Front at all levels can be increased by no more than 10%.

Regarding personnel work, the principles and regulations of the Party and State and the Charter of the Vietnam Fatherland Front must be ensured.
Building Vietnam Fatherland Front Committees at all levels for the term 2024–2029 with a reasonable structure, number, and proportion of non-Party people; focusing on discovering and introducing people with capacity, prestige, enthusiasm, and high responsibility to the country and the work of the Front; expanding the composition and number of member organizations; encouraging typical individuals in the country and Vietnamese compatriots residing abroad to join the Front Committees at all levels; contributing to raising the image, position, and great solidarity of the Vietnam Fatherland Front.
The Party Committee shall assign and introduce the Secretary or Deputy Secretary of the Party Committee to join the Vietnam Fatherland Front Committee at the same level; assign a prestigious and capable Standing Member of the Party Committee to be the Secretary of the Vietnam Fatherland Front Party Committee; and recommend for consultation and appointment the position of Chairman of the Vietnam Fatherland Front Committee at the same level.
Besides, a number of other tasks are directed as follows:
- Continuing to thoroughly grasp and organize the effective implementation of the Party's guidelines and guidelines; raising awareness and responsibility at all levels of party committees, party organizations, authorities, and people of all walks of life about the pivotal political role of the Vietnam Fatherland Front in building the great national unity bloc. Strongly promote self-control, dynamism, and creativity and respect the principle of democratic consultation in the organization and operation of the Front.
Leading and directing the renewal of organizational apparatus, contents, and modes of operation; interested in training, fostering, and improving the quality of the contingent of full-time staff; ensuring regimes, policies, and operating conditions to promote roles and responsibilities, create positive changes, and improve the operational efficiency of Vietnam Fatherland Front at all levels.
- Carefully preparing documents for submission to the Congress and organizing public consultations among all classes of people on the draft Political Report of the Congress. Political reports should accurately and objectively assess the situation of all classes of people and the great national unity bloc; the results of the implementation of the Resolution of the National Congress of the Fatherland Front for the term 2019–2024, confirming the achieved results, good models, and new factors; and frankly, specifying limitations, shortcomings, causes, and lessons learned.
The direction and tasks for the 2024–2029 term should continue to concretize the Resolution of the 13th Party Congress on building the great national unity block and the work of the Front; fully analyze the situation context, forecast advantages, difficulties, and new problems; clearly define goals and tasks; propose specific, practical, and feasible solutions; focus on overcoming the limitations and shortcomings pointed out in the last term; focus on solutions to gather and unite a large number of people from all walks of life; mobilize all resources; strengthen social consensus; and strengthen the people's trust in the Party.
The amendment and supplement to the Charter of the Vietnam Fatherland Front must conform to the guidelines of the Party, the provisions of the Constitution, the Law on the Vietnam Fatherland Front, and the requirements and tasks of the Front's work in the new period.
