Norms for making estimates with S&T tasks at ministerial and grassroots levels under the Ministry of Natural Resources and Environment of Vietnam

The content is mentioned in Decision 1849/QD-BTNMT in 2023 on the norms for making estimates for science and technology tasks at ministerial and grassroots levels under the Ministry of Natural Resources and Environment of Vietnam.

Regulations on spending norms for making estimates for the following contents: remuneration for titles performing scientific and technological tasks; wages of unskilled labor to support the work in the research content; rent for domestic and foreign experts and independent consultants to coordinate in the process of researching and performing scientific and technological tasks; payment of remuneration for participation in scientific seminars, forums, and scientific talks; expenditures on management of scientific and technological tasks (expenses for activities of the Councils; expenses for mid-term examination and evaluation; remuneration for experts handling technical issues to support the activities of the Council; expenses for activities of the funding appraisal team for performing scientific and technological tasks); expenditure on general management of science and technology tasks.

Some normative contents as a basis for formulating estimates of science and technology tasks funded with the state budget are as follows:

- Titles performing scientific and technological tasks include:

+ Task manager;

+ Scientific secretary;

+ Main member;

+ Members;

+ Technicians, support staff (excluding unskilled workers).

Regulations on specific contents of each title performing scientific and technological tasks shall comply with the guidance in Article 3 of Circular 02/2023/TT-BKHCN.

- Estimation of remuneration for participation in science and technology tasks

Remuneration for titles or groups of titles performing scientific and technological tasks is calculated according to the number of months converted to performing tasks. In which case, the norm of remuneration for the title of leader of ministerial-level science and technology tasks must not exceed 25,000,000 VND/person/month; grassroots level must not exceed 15,000,000 VND/person/month; for other titles or groups of titles, the maximum level of remuneration shall not exceed 0.8 times the level of expenditure of the task manager.

The time to determine the cost estimate of remuneration for participation in the performance of scientific and technological tasks is the expected month-to-month conversion time of a title or a group of titles to perform the work contents stated in the explanation of the scientific and technological tasks and under the guidance in Circular 02/2023/TT-BKHCN, which is considered by the Science Council and the agency competent to approve the science and technology task. In cases where the duration of participation in the performance of scientific and technological tasks is less than one month, the estimate of remuneration shall be calculated according to the remuneration level of the number of days spent participating in the performance of scientific and technological tasks of the corresponding title or group of titles. The daily remuneration is calculated on the basis of a month's remuneration divided by 22 days.

The level of remuneration mentioned above is the maximum level of remuneration. Based on the ability, resources, characteristics, and level of scientific and technological activities of the agency or unit submitting for approval or for approval according to decentralization, they must not exceed the level specified above.
