To be specific: according to the content of this guidance, there will be no evaluation or classification of quality for newly established Party organizations and leadership collectives that have not been in existence for at least 06 months, newly admitted Party members who have not been in the Party for at least 06 months, but there must still be a review of Party members starting from the day they were admitted into the Communist Party.
For Party members who are on sick leave for a total period of 03 months or more within the year, they will not be classified as “Successfully completed the mission” or higher; Party members on maternity leave will have their annual quality classification based on the actual working period of that year.
Additionally, this Resolution clearly states that when a Party member transfers their work, the receiving Party cell is responsible for evaluating and classifying the quality. For cases where the time of work in the old Party cell, agency, or unit is 06 months or more, opinions of the old Party cell must be considered.
Simultaneously, Party members temporarily participating in activities will be evaluated and classified by the Party cell where they officially participate. Before evaluating and classifying quality, temporarily active Party members must obtain comments from the Party cell where they temporarily participate and submit to the official Party cell to be the basis for evaluating and classifying their quality.
