Newest regulations on the management of scientific and technological tasks of the State Bank of Vietnam

Article 7 of Circular 45/2024/TT-NHNN specifies the content regarding the management of scientific and technological tasks in Vietnam as follows:

(1) Principles for managing scientific and technological tasks:

- Ensure centralized and unified management of scientific and technological tasks within the banking sector;

- Ensure autonomy, promote creativity, and enhance the responsibility of organizations and individuals in implementing scientific and technological tasks within the banking sector;

- Ensure the effective use of resources from the State Bank of Vietnam to fulfill scientific and technological tasks within the banking sector;

- Ensure full compliance with legal regulations on scientific and technological activities; mechanisms, policies, strategies, and development plans for science and technology within the banking sector.

(2) Content of managing scientific and technological tasks:

- Identifying the annual list of scientific and technological tasks;

- Organizing the deployment of scientific and technological tasks;

- Inspecting, monitoring, and evaluating the application of results from scientific and technological tasks;

- Publishing information, storing the research results of scientific and technological tasks;

- Managing the budget for scientific and technological tasks:

+ For scientific and technological tasks using the state budget, follow the regulations of the State Budget Law and related legal documents;

+ For scientific and technological tasks using the budget of the State Bank of Vietnam, follow the regulations and financial guidelines of the State Bank of Vietnam;

- Other related tasks.

(3) Online management of scientific and technological tasks:

- Organizations, individuals in charge, or members of scientific and technological tasks are responsible for complying with the online management procedures for scientific and technological tasks on the Banking Science and Technology Information Portal at www.khoahocnganhang.org.vn;

- The Banking Strategy Institute is the unit managing and operating the Banking Science and Technology Information Portal; responsible for guiding organizations and individuals to exploit and update online information on the management of scientific and technological tasks.

Orientation of Scientific and Technological Tasks of the Banking Sector in Vietnam

(1) The Banking Strategy Institute advises on building the Orientation of Scientific and Technological Tasks of the banking sector and submits it to the Governor of the State Bank of Vietnam (hereinafter referred to as the Governor) for approval before March 31 each year.

(2) The Orientation of Scientific and Technological Tasks of the banking sector is built based on one or more of the following grounds:

- Requests from the leadership of the Communist Party, State, and leaders of the State Bank of Vietnam;

- Strategies, plans, and development projects of the State Bank of Vietnam, and development strategies, planning, and plans in fields managed by the State Bank of Vietnam;

- Development strategy for science and technology and the directions, objectives, and tasks of science and technology for a 5-year or 10-year period of the State Bank of Vietnam;

- Activity plans for science and technology from the Ministry of Science and Technology and the State Bank of Vietnam.

(3) The Orientation of Scientific and Technological Tasks is widely, publicly announced on the Banking Science and Technology Information Portal and notified to proposing organizations and individuals, except for scientific and technological tasks involving state secrets.
