Newest guidance on the implementation of receipts for the 2024-2025 school year in Vietnam

On August 30, 2024, the Ministry of Education and Training issued Official Dispatch 4916/BGDDT-KHTC regarding the implementation of receipts in the field of education and training for the school year 2024-2025.

The Ministry of Education and Training (MOET) requests the ministries, central agencies, central agencies of political-social organizations, People's Committees (UBND) of the provinces and centrally affiliated cities to direct the relevant agencies, units, and affiliated educational institutions to strictly implement the regulations concerning the fees in the field of education and training for the school year 2024-2025 specifically:

- Implement the contents in Official Dispatch 2179/BGDDT-KHTC dated May 13, 2024, from the MOET to the units regarding the implementation of receipts in the field of education and training for the school year 2024-2025.

- Instruct the Department of Education and Training to enhance the work of information, propaganda, thorough dissemination, and widespread dissemination of the directive documents on rectifying the implementation of receipts and expenditures to educational institutions and educational management agencies; requiring educational institutions to disseminate and propagate to parents, parent representatives, and teachers to clearly understand and conform to the fees and expenditures for the school year 2024-2025.

- Guide and direct local educational management agencies to strengthen state management of the implementation of receipts and expenditures in educational establishments in the locality; bear the responsibility to guide, audit, inspect, and apply strict penalties to violations regarding the implementation of receipts and expenditures in educational establishments in the locality.

- Publicly disclose the commitments on educational and training quality, conditions ensuring the quality, and financial fees and expenditures according to Circular 09/2024/TT-BGDDT dated June 3, 2024, from the MOET issuing the Regulation on the public implementation of education and training institutions in the national education system.

The MOET requests the ministries, central agencies, agencies under the Government of Vietnam, central agencies of political-social organizations, People's Committees of the provinces and centrally-run cities, and educational institutions to implement as per the regulations.

What receipts are schools in Vietnam not allowed to collect in the school year 2024-2025?

Based on the regulations of Article 10 of the Charter issued with Circular 55/2011/TT-BGDDT, the receipts that schools are not allowed to collect from students are as follows:

Operational funds of the Parent Representative Committee

1. Operational funds of the class Parent Representative Committee:

a) The operational funds of the class Parent Representative Committee are derived from voluntary contributions from parents and other legal sponsorships to the class Parent Representative Committee.

b) The operational funds of the school Parent Representative Committee are derived from the operational funds of the class Parent Representative Committees based on the recommendations of the meeting of all class Parent Representative Committee heads at the beginning of the school year and other legal sponsorships for the school Parent Representative Committee.

2. Management and use of the funds of the Parent Representative Committee:

a) The head of the class Parent Representative Committee, in cooperation with the homeroom teacher, proposes the plan for the expenditure of the funds received from contributions and sponsorships, and may only use them after gaining a consensus from all members of the class Parent Representative Committee;

b) The head of the school Parent Representative Committee, in agreement with the Principal, decides on the plan for using the funds received from contributions and sponsorships, and may only use them after gaining a consensus from the entire school Parent Representative Committee.

3. The collection and expenditure of the funds of the Parent Representative Committee must ensure the principles of transparency and democracy; expenses must be publicly reported and settled at the meetings of all parents and the meetings of the entire school Parent Representative Committee. There is no average contribution level established for parents.

4. The Parent Representative Committee is not allowed to collect from learners or their families:

a) Contributions that are not voluntary.

b) Contributions that do not directly serve the activities of the Parent Representative Committee: Protection of school property, ensuring school security; supervision of students' vehicles; cleaning of classrooms and schools; rewarding management staff, teachers, school staff; purchasing machinery, equipment, teaching aids for the school, classroom, or school staff; supporting management work, organizing teaching and educational activities; repairing, upgrading, constructing new school facilities.

Thus, the school is not allowed to collect the following fees:

- Contributions that are not voluntary.

- Contributions that do not directly serve the activities of the Parent Representative Committee:

+ Protection of school property, ensuring school security

+ Supervision of students' vehicles

+ Cleaning of classrooms and schools; rewarding management staff, teachers, school staff;

+ Purchasing machinery, equipment, teaching aids for the school, classroom, or school staff

+ Supporting management work, organizing teaching and educational activities; repairing, upgrading, constructing new school facilities.
