Regarding this matter, LawNet would like to answer as follows: 

On April 4, 2024, the Minister of Transport issued Circular 08/2024/TT-BGTVT amending Circular 19/2018/TT-BGTVT on the standards for railway inspectors and requirements for the facilities and technology of railway inspection organizations.

New regulations on the standards for railway inspectors in Vietnam as of June 1, 2024

The new regulations on the standards for railway inspectors from June 1, 2024, include:

(1) For railway inspectors:

- Hold a university degree or higher in a discipline or major relevant to the requirements of the position;

- Have basic IT skills and the ability to use a foreign language as required by the position;

- Complete the training course for railway inspectors;

- Have a minimum of 12 months of practical training as a railway inspector. In cases where there is accumulated work experience related to the management, maintenance, repair, production, and assembly of railway vehicles for a minimum of 36 months (based on labor contracts and social insurance records), the minimum practical training period as a railway inspector is 6 months.

(2) For senior railway inspectors:

- Have held the position of railway inspector for a minimum of 5 years;

- Complete the training course for senior railway inspectors.

According to the current regulations, the standards for railway inspectors in Vietnam are as follows:

(1) For railway inspectors:

- Hold a university degree in one of the following majors: locomotives, carriages, metro trains, railway system engineering, railway signal information;

- Foreign language: Have a language certificate at level 2 of the Vietnamese language proficiency framework according to Circular 01/2014/TT-BGDDT;

- Meet the requirements during the evaluation period for becoming a recognized railway inspector;

- Have a minimum of 1 year of training and practical experience as a railway inspector.

(2) For senior railway inspectors:

- Have a total of at least 5 years holding the position of railway inspector;

- Foreign language: Have a language certificate at level 3 of the Vietnamese language proficiency framework according to Circular 01/2014/TT-BGDDT;

- Meet the requirements during the evaluation period for becoming a recognized senior railway inspector;

- Have a minimum of 2 years of training and practical experience in assessing new design documents for vehicles.

Tasks of railway inspectors in Vietnam as of June 1, 2024

According to Article 5 of Circular 19/2018/TT-BGTVT (amended by Circular 08/2024/TT-BGTVT), the tasks of railway inspectors are as follows:

- For railway inspectors:

+ Participate in assessing the safety system evaluation reports of certification organizations for vehicle-related content, excluding signal systems installed on vehicles;

+ Inspect the technical safety and environmental protection quality of railway equipment and vehicles;

+ Prepare inspection documents for the mentioned objects;

+ Calculate the inspection fees and charges according to the regulations;

+ Provide practical training for trainees who have completed the training course for railway inspectors;

+ Participate in training and assessing the professional competence of trainees and railway inspectors;

+ Perform other tasks as required.

- For senior railway inspectors:

+ Senior railway inspectors perform the tasks of railway inspectors as mentioned above;

- Participate in supporting the analysis and identification of the causes of railway traffic accidents related to railway vehicles when required.
