On August 30, 2024, the Minister of Construction of Vietnam issued Circular 08/2024/TT-BXD stipulating the numbering and attaching of house number plates and construction project number plates in Vietnam.
According to Article 20 of Circular 08/2024/TT-BXD, the structure of various types of house number plates, apartment number plates, etc. includes colors, materials, and sizes as follows:
(1) Colors and materials of house number plates must meet the following requirements:
- Durable materials that are sturdy and long-lasting;- Colors that are easily recognizable and observable;- Ensuring uniformity and general aesthetics.
(2) Minimum dimensions (width x height) of each type of plate are stipulated as follows:
- House number plates on streets and alleys: 200 mm x 150 mm;- Apartment (or room) number plates: 150 mm x 100 mm;- House group name plates: 200 mm x 300 mm;- House name plates: 850 mm x 650 mm;- Floor number plates, staircase number plates: 300 mm x 300 mm.
Numbering houses on streets is implemented according to Article 6 of Circular 08/2024/TT-BXD as follows:
- House numbers on streets use a natural number series (1, 2, 3,..., n) in ascending order as stipulated in clause 2, Article 6 of Circular 08/2024/TT-BXD. Odd numbers (1, 3, 5, 7...) are assigned to houses on the left side, and even numbers (2, 4, 6, 8...) are assigned to houses on the right side.
If a house has doors opening to two different streets, it will be numbered according to the street with a larger cross-section; if the cross-sections are equivalent, the house will be numbered according to the street with the main entrance or according to the street already continuously numbered.
- The direction for numbering houses on streets is implemented as follows:
+ Numbers increase from North to South, East to West, Northeast to Southwest, Southeast to Northwest;+ For streets with special characteristics that do not follow the above, the numbering direction is decided by the district-level People's Committee (e.g., radially oriented streets, where numbering is done from the city, province, district, or town center outward);+ Streets numbered prior to October 15, 2024, retain their existing numbering direction.
- For streets without continuous houses (with vacant land), the district-level People's Committee bases the house numbering on the approved detailed construction planning of the street to ensure reserved house numbers. If no detailed construction plan exists, the district-level People's Committee organizes numbering in accordance with specific regional conditions.
- For new houses between two already numbered houses on a street, numbers are assigned in one of the following two ways:
+ By adding a letter to the smaller number (e.g., a house between 20 and 22 would be numbered 20A, 20B, 20C,...);+ By adding a dash and a natural number to the smaller number (e.g., a house between 20 and 22 would be numbered 20-1, 20-2, 20-3,...).
- Extensions of existing streets are numbered sequentially from the last existing number on that street as per the regulations of Circular 08/2024/TT-BXD.
Numbering and attaching house number plates must meet the following requirements:
- Ensure the identification of house addresses and facilitate the receipt of information, communication, civil transactions, commercial transactions, and other interactions.- Contribute to urban and rural aesthetics, enhancing administrative, residential management, fire prevention, security, and order as per legal regulations.- Align with house addresses in Land Use Rights, Ownership of Houses, and Other Assets associated with land certificates.- Facilitate information and data management on addresses of organizations and individuals, ensuring integration, connection, and sharing with national databases on population, land, and other related databases when required.
