New Regulations on the Procedures for Importing Goods for Printing and Minting Money

On December 25, 2018, the State Bank of Vietnam issued Circular 38/2018/TT-NHNN stipulating the importation of goods serving the printing and minting activities of the State Bank of Vietnam.

According to Circular 38, the basis and procedures for importing goods to serve the printing and minting of money by the State Bank of Vietnam (SBV) are stipulated as follows:

- Based on the written designation and permission for the printing and minting facility to import goods and the printing and minting contract with the SBV, the printing and minting facility shall carry out the importation of goods to serve the printing and minting operations.- The Governor of the SBV authorizes the Director of the Issuance and Treasury Department to issue a written confirmation of the printing and minting facility's importation of goods to serve the printing and minting operations.- When carrying out import procedures, the printing and minting facility shall submit to the Customs Authority 01 original copy of the written confirmation from the SBV along with the import dossier.
