On October 10, 2019, Circular 10/2019/TT-BVHTTDL was issued by the Ministry of Culture, Sports and Tourism, stipulating the standards, conditions, content, and forms of examination or consideration for promotion of occupational titles for public employees in the fields of libraries, cultural heritage, grassroots culture, performing arts, cinema, and fine arts.

Public employees who have been awarded the titles of People’s Artist, Meritorious Artist, or achieved the Ho Chi Minh Prize, State Prize for Literature and Arts as stated in point a, clause 4 of Articles 4, 5, 8, and 9 of Joint Circular 10/2015/TTLT-BVHTTDL-BNV and in point a, clause 4 of Articles 4 and 5 of Joint Circular 07/2016/TTLT-BVHTTDL-BNV, who are nominated by the competent authority to attend rank promotion consideration, meeting the standards and conditions stipulated in Article 3 of Circular 10/2019/TT-BVHTTDL are special cases to be noted when considering rank promotion for professional titles. The consideration for rank promotion in these cases is carried out as per Article 8 of Circular 10, specifically:
- Public employees who have been awarded the titles of People’s Artist, Meritorious Artist, achieved the Ho Chi Minh Prize, State Prize for Literature and Arts may use one of these titles to be considered for a one-time rank promotion from a lower rank to a higher one than the current rank held.
- The organization of rank promotion consideration for public employees holding the professional title of actors, who have been awarded the titles of People’s Artist, Meritorious Artist, achieved the Ho Chi Minh Prize, State Prize for Literature and Arts, and appointment to the rank is developed under a Scheme by the Ministry of Culture, Sports, and Tourism and executed after gaining the consensus of the Ministry of Home Affairs.
- Form: Organizing file-based review and evaluation.
- Time: To be conducted once in the fourth quarter of each year.
