New Points on Allowances for Non-Specialized Officials in Villages and Communes

Decree 34/2019/ND-CP takes effect from June 25, 2019, with many changes in the policy on allowances for positions of non-specialized activities at the commune, village, and neighborhood levels, specifically as follows.

Case of semi-professional officers at commune level

The determination of the allowance level (including both BHXH and BHYT policies) for each position is based on the number of semi-professional officers and the fixed allowance rate for monthly payments for different types of communes:

- For Type 1 communes: Maximum 14 semi-professional officers, the fixed allowance rate for semi-professional officers in Type 1 communes is 16 times the statutory pay rate;

- For Type 2 communes: Maximum 12 semi-professional officers, the fixed allowance rate for semi-professional officers in Type 2 communes is 13.7 times the statutory pay rate;

- For Type 3 communes: Maximum 10 semi-professional officers, the fixed allowance rate for semi-professional officers in Type 3 communes is 11.4 times the statutory pay rate.

Based on the above-mentioned fixed allowance fund and the actual situation at the locality, the Provincial People’s Committee submits to the Provincial People's Council the following regulations:

- The number and titles of semi-professional officers at the commune level;

- The allowance level for each title, the concurrent title allowance for semi-professional officers at the commune level;

- The fixed operational fund for socio-political organizations at the commune level to suit the actual situation of the locality.

Case of semi-professional officers at hamlet, neighborhood

The number of semi-professional officers at the hamlet or neighborhood eligible for monthly allowances from the state budget is 3 people, applicable only to the following titles: Party Cell Secretary; Hamlet or Neighborhood Head; Head of the Frontline Work Committee. Other titles are not eligible for monthly allowances.

The fixed allowance fund for semi-professional officers at the hamlet level is 3 times the statutory pay rate. For hamlets with 350 or more households, hamlets in key and complex areas in terms of security and order as determined by authorized bodies; hamlets in border communes or islands, the fixed allowance fund is 5 times the statutory pay rate.

Based on the fixed allowance fund and the actual situation at the locality, the Provincial People's Committee submits to the Provincial People's Council the allowance level for each title and the concurrent title allowance for semi-professional officers.

Note: The statutory pay rate, effective from July 1, 2019, is 1,490,000 VND.
