This is the prominent content stipulated in Circular 16/2019/TT-BTNMT issued by the Ministry of Natural Resources and Environment, regulating the technical standards for evaluating the quality of marine forecast and warning.
The assessment of the adequacy and promptness of the forecasting and warning bulletins for dangerous marine phenomena shall be conducted in accordance with the provisions of Circular 16/2019/TT-BTNMT as follows:

- The assessment is considered "adequate" when all contents stipulated in Clause 4, Article 10 and Clause 4, Article 11 of Decision 46/2014/QD-TTg dated August 15, 2014, by the Prime Minister of the Government of Vietnam on forecasting, warning, and transmitting natural disaster information; Article 32 and Article 33 of Circular 41/2016/TT-BTNMT dated December 21, 2016, by the Minister of Natural Resources and Environment on technical procedures for forecasting and warning for hazardous hydrometeorological events are fulfilled;- It is assessed as "inadequate" when any of the contents stipulated in Decision 46/2014/QD-TTg and Circular 41/2016/TT-BTNMT is lacking.
According to Circular 16/2019/TT-BTNMT, the forecasting and warning bulletins for dangerous marine phenomena are assessed as “promptly” when the bulletin is provided on time or at most within 15 minutes from the issuance time of the forecast, warning bulletin; they are assessed as “not promptly” when the bulletin is provided more than 15 minutes from the issuance time of the forecast, warning bulletin.
