Monthly Allowance for Elderly Commune-level Officials Who Have Retired in Vietnam from July 1, 2024 (Internet image)

On July 5, 2024, the Minister of Home Affairs (Hanoi, Vietnam) issued Circular 8/2024/TT-BNV guiding the implementation of the adjustment of the monthly allowance for Elderly Commune-level Officials who have retired.

Monthly Allowance for Elderly Commune-level Officials Who Have Retired from July 1, 2024

To be specific, the monthly allowance for Elderly Commune-level Officials who have retired as stipulated in Article 2 of Decree 75/2024/ND-CP regarding the adjustment of pensions, social insurance allowances, and monthly allowances is as follows:

(1) An increase of 15% in the monthly allowance on the allowance received as of June 2024 for Elderly Commune-level Officials under Article 1 of Circular 8/2024/TT-BNV.

The monthly allowance from July 1, 2024, is calculated according to the following formula:

Monthly allowance from July 1, 2024 = Allowance received as of June 2024 x 1.15

In which: The allowance received as of June 2024 is the allowance stipulated in Clause 3, Article 2 of Circular 11/2023/TT-BNV guiding the adjustment of the monthly allowance for Elderly Commune-level Officials who have retired.

Article 2. Adjustment of Monthly Allowance...3. Pursuant to the provisions of Clauses 1 and 2 of this Article, retired Elderly Commune-level Officials shall receive a monthly allowance from July 1, 2023 (rounded to the nearest whole number) as follows:

a) For officials who were former Communist Party Secretary, Chairman of the People’s Committee, Deputy Secretary, Deputy Chairman, Standing Committee of the Communist Party, Secretary of the People’s Committee, Secretary of the People’s Council, Commune Military Chief, Chief of the Commune Police: 3,000,000 VND/month;

b) For all other positions: 2,817,000 VND/month.

(2) From July 1, 2024, if after adjusting the monthly allowance as stipulated in (1), the allowance received is less than 3,500,000 VND/month, additional adjustments shall be made as follows:

- An increase of 300,000 VND/person/month for those receiving a monthly allowance below 3,200,000 VND/person/month;- An increase to 3,500,000 VND/person/month for those receiving a monthly allowance from 3,200,000 VND/person/month to below 3,500,000 VND/person/month.

(3) According to the provisions of (1) and (2), retired Elderly Commune-level Officials stated in Article 1 of Circular 8/2024/TT-BNV, including former Communist Party Secretary, Chairman of the People’s Committee, Deputy Secretary, Deputy Chairman, Standing Committee of the Communist Party, Secretary of the People’s Committee, Secretary of the People’s Council, Commune Military Chief, Chief of the Commune Police, and all other positions, shall receive a monthly allowance of 3,500,000 VND/month from July 1, 2024.

More details can be found in Circular 8/2024/TT-BNV which comes into effect from July 5, 2024, and replaces Circular 11/2023/TT-BNV guiding the implementation of the monthly allowance adjustment for Elderly Commune-level Officials who have retired.

The provisions of Circular 8/2024/TT-BNV will be implemented in Vietnam from July 1, 2024.
