On February 10, 2019, Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids, and Social Affairs stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level in fields of materials, metallurgy, production, and other technical technology sectors will take effect.

According to the regulation on the minimum volume of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in the pulp and paper manufacturing sector, which is issued together with Circular 46/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating in the pulp and paper manufacturing technology at the intermediate level are as follows:
- Calculating for machine operation according to the given technical parameters in the pulp and paper production process;
- Operating equipment on the chemical pulp production line, paper machine, finishing section equipment, paper recycling equipment, and waste treatment equipment;
- Working closely with other departments in the production line to ensure the line runs stably, continuously, and with high productivity and quality;
- Detecting and handling simple frequently occurring incidents in each equipment, each stage of the pulp and paper production technology line;
- Checking some basic raw materials, chemicals, and product quality during the pulp and paper production process;
- Operating equipment in the wastewater treatment system, solid waste treatment, gas waste treatment, and hazardous waste treatment system ensuring safety for personnel and equipment;
- Implementing industrial hygiene measures and occupational safety;
- Communicating effectively through writing, presentations, discussions, negotiations, and handling situations;
- Correctly carrying out shift handovers, accurately documenting forms;
- Applying 5S knowledge to the performance of specific tasks;
- Using basic information technology as regulated; exploiting, handling, and applying information technology in the specialized work of the sector;
- Using basic foreign languages, achieving level 1/6 in the Vietnamese language proficiency framework; applying foreign languages to some specialized tasks in the sector.
