On February 10, 2019, Circular No. 69/2015/TT-BTC of MOLISA regulates the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate level and college level in majors and professions in the field of materials, metallurgy, production, and other technical technologies will take effect.

In the Regulations on minimum knowledge volume, and competency requirements that learners must achieve after graduating from intermediate and college levels in the field of building materials engineering technology, issued together with Circular 46/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating in the field of building materials engineering technology at intermediate level are specified as follows:
- Perform some experiments on building materials: Physical and mechanical properties of materials: Concrete, ceramics, glass, etc.;
- Plan and perform the operation of machinery and equipment in production lines (fired clay bricks and tiles, ceramic bricks, sanitary ware, building glass, concrete and concrete components, cement);
- Calculate material mix ratios according to the prescribed formula;
- Deal with some basic technical incidents in production;
- Use basic information technology as regulated; apply information technology in some specialized tasks of the field;
- Use basic foreign languages, achieving level 1/6 in the Vietnam's foreign language proficiency framework; apply foreign languages in some specialized tasks of the field.
