Minimum Skill Requirements for the Refrigeration and Fishery Electrical Industry (Intermediate Level)

Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs stipulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level, college level in the fields of electrical engineering, electronics, and telecommunications will take effect from February 10, 2019.

As per the Regulation on the Minimum Knowledge Volume, Competency Requirements that Learners Must Achieve After Graduating from the Intermediate and College Levels of the Fisheries Refrigeration and Electrical Engineering Sector, issued with Circular 48/2018/TT-BLDTBXH, the minimum skill requirements that learners must achieve after graduating from the intermediate level of the fisheries refrigeration and electrical engineering sector are as follows:

- Ability to read installation drawings of mechanical, electrical, and refrigeration systems for fisheries;- Organize and implement safety measures to prevent fire and explosion, use electricity, refrigerants, prevent labor accidents, and provide first aid to accident victims;- Operate, maintain, and repair fisheries refrigeration systems and refrigeration systems on fishing vessels;- Inspect, diagnose, and repair mechanical, electrical, and refrigeration failures in refrigeration systems;- Install simple fisheries refrigeration systems meeting technical, technological, and safety requirements for both people and equipment;- Operate devices in the fisheries refrigeration system according to the procedures, ensuring optimal operational parameters;- Maintain mechanical, electrical, and fisheries refrigeration systems according to the procedures, ensuring safety for both people and equipment;- Identify causes of defects and repair common mechanical, electrical, and refrigeration failures in fisheries equipment;- Proficiently use mechanical, electrical, and refrigeration tools ensuring safety and technical requirements;- Proficiently use personal protective equipment according to technical requirements and provide first aid in case of incidents;- Propose solutions to limit emissions harmful to the environment during the installation, operation, maintenance, and repair of fisheries refrigeration systems;- Use basic information technology according to regulations; exploit, process, and apply information technology in professional work in the sector;- Use basic foreign languages, reaching level 1/6 in the Vietnam's Foreign Language Proficiency Framework; apply foreign languages in professional work in the sector;
