According to the Regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in metal cutting professions, issued together with Circular 47/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating from the college level in metal cutting are as follows:

- Ability to draw detailed drawings, assembly drawings according to the technical requirements on technical drawing software, and process details according to technical requirements;

- Proficiency in converting tolerance symbols into corresponding dimensions for machining;

- Proficiency in using hand-held cutting tools such as chisels, files for flat surfaces, drilling holes, threading with dies, taps, and hand saws;

- Proficiency in using one or more machine tools such as: universal lathe, universal milling machine, planing machine - slotting machine, grinding machine, drilling - boring machine, CNC lathe, CNC milling machine;

- Proficiency in using inspection tools and measuring instruments;

- Proficiency in sharpening cutting tools like turning tools, milling cutters, planing tools, and drill bits according to technical requirements;

- Ability to detect and repair common machine and fixture faults. Carry out maintenance on basic technological equipment;

- Ability to machine shaped parts on universal lathes, universal milling machines, planing machines - slotting machines, grinding machines, drilling - boring machines, CNC lathes, and CNC milling machines;

- Ability to set up machining process for a product;

- Ability to inspect product quality in conformable accordance;

- Ability to plan production and manage the implementation plans, execute 5S processes;

- Ability to use basic information technology according to regulations, exploit, process, and apply information technology in specialized work;

- Using basic foreign language, achieving level 2/6 in the Vietnamese Foreign Language Competence Framework; applying foreign language skills in specialized work.
