On February 10, 2019, Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (MOLISA) stipulating the minimum knowledge volume and competency requirements that learners must acquire upon graduation at intermediate and college levels in the fields of materials, metallurgy, manufacturing, and other technical technologies will take effect.

According to the Regulations on the Minimum Knowledge Volume and Competency Requirements that learners must attain after graduating from intermediate-level and college-level garment and textile technology occupations, issued together with Circular 46/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating from intermediate-level garment technology are as follows:
- Skillful use of sewing equipment, automatic and semi-automatic tools, and industrial sewing aids;- Ability to design simple products such as shirts, trousers, jackets, and skirts using paper and mannequin methods;- Accurate grading between sizes for simple products;- Flexible application of pattern drafting methods to products to meet technical requirements;- Ability to develop technical documentation for sewing, fabric spreading and cutting of semi-finished products, ironing, and packaging;- Ability to create color charts and sewing procedures for products;- Ability to sew trial samples, reference samples, and production samples correctly according to the required technical standards for simple products;- Ability to inspect and evaluate the quality of sewn products, raw materials, fabric spreading and cutting of semi-finished products, ironing, and finishing to meet technical standards;- Ability to handle some types of defects in the process of pattern design and sample sewing;- Ability to implement the 5S method in the step or position of execution;- Ability to keep work logs and report on work progress;- Ability to use basic information technology as regulated; to exploit, process, and apply information technology in the professional work of the industry or occupation;- Ability to use basic foreign language, reach level 1/6 in the Vietnam's Foreign Language Competency Framework; to apply foreign language skills in the professional work of the industry or occupation.
