Minimum Skill Requirements and Responsibilities in the Household Electrical Industry (TC)

On February 10, 2019, Circular 48/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs (BLDTBXH) promulgating regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications will take effect.

According to the regulations on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the domestic electrical industry, issued together with Circular 48/2018/TT-BLDTBXH, the minimum skills required after graduating from the intermediate level in the domestic electrical industry are as follows:

- Proficiency in using various electrical and non-electrical measuring instruments;

- Ability to perform first aid for victims of occupational accidents and electric shocks;

- Ability to install, inspect, and repair domestic electrical systems and household electrical appliances such as apartment electrical systems, irons, rice cookers, water heaters, microwaves, washing machines, water pumps, and single-phase generators;

- Ability to install, maintain, and repair household heating devices and install and maintain household cooling devices;

- Ability to install, maintain, and repair domestic automatic control devices;

- Ability to participate in the construction of domestic lighting projects;

- Efficient and energy-saving use of resources in compliance with the 5S standard;

- Ability to perform tasks and work ensuring occupational safety, industrial hygiene, and fire prevention and control;

- Proficiency in basic information technology usage as regulated; ability to exploit, handle, and apply information technology in professional work;

- Proficiency in basic foreign languages, achieving level 1/6 in the Vietnamese Language Proficiency Framework; ability to apply foreign languages in professional work.

Additionally, the regulations on the minimum level of autonomy and responsibility that learners must achieve are as follows:

- Comply with and seriously engage in studying and researching, understanding the working environment to improve professional knowledge and organizational skills in occupational activities;

- Possess sufficient health, strong psychology, agile and flexible working habits to work in harsh outdoor weather conditions and at heights ensuring occupational safety, as well as enough confidence and discipline to work in foreign enterprises;

- Ability to work independently in changing working conditions, bearing personal responsibility and partial responsibility for the team;

- Responsible for evaluating the quality of work after completion and the performance results for the leadership of the agency, organization, or unit;

- Awareness of continuous learning and improvement of professional skills and expertise.
