From February 10, 2019, Circular 46/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation at intermediate and collegiate levels in fields of materials, metallurgy, production, and other technical technologies will take effect.

In the Regulation on Minimum Knowledge Volume, Competency Requirements that Learners Achieve After Graduating from Intermediate and College Level of Metal Rolling and Drawing Technology, issued together with Circular 46/2018/TT-BLDTBXH, stipulates the level of autonomy and minimum responsibilities to be achieved after graduating from the college level of metal rolling and drawing technology as follows:
- Have a sense of civic responsibility, proper professional ethical attitudes; discipline and industrial behavior;
- Have a scientific working method, creative thinking; know how to analyze and solve issues in the practice of metal rolling and drawing technology; have the capability to summarize experiences to form thinking, creative and argumentative skills in task execution;
- Have the ability to work independently or as part of a team; resolve work and complex issues in changing work conditions;
- Guide and supervise others in performing defined tasks; bear personal and group responsibility;
- Be responsible for evaluating the quality of work after completion and the performance results of oneself and group members before the leaders of agencies, organizations, or units.
