Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

According to the regulations on the minimum volume of knowledge, competency requirements that learners must achieve upon graduation at intermediate and college levels for the industrial electrical sector, issued in conjunction with Circular 48/2018/TT-BLDTBXH, the minimum skills learners must achieve upon graduation in the intermediate-level industrial electrical sector are as follows:

- Able to read conventional symbols on electrical drawings;- Calculate specifications and wind wire to complete small capacity transformers correctly;- Install safety protection systems in industrial and residential settings;- Implement occupational safety, industrial hygiene, and first-aid measures for electric shock victims;- Identify and classify types of electrical materials, electrical devices, and basic electrical equipment;- Select basic electrical materials, electrical devices, and equipment;- Assemble and disassemble electrical materials and devices;- Measure basic parameters and quantities in electrical circuits;- Calculate technical parameters in direct current, alternating current, and three-phase alternating current circuits in steady and transient states;- Draw and accurately analyze wiring diagrams of the stator winding of single-phase and three-phase asynchronous motors;- Calculate and rewind single-phase and three-phase motors based on available data;- Wind wire to complete small capacity transformers as required;- Install, operate, maintain, and repair electrical machinery as per requirements;- Disassemble and repair electrical devices according to manufacturer’s specifications;- Identify faults and repair household electrical appliances based on manufacturer’s standards;- Install lighting systems for households according to design drawings;- Establish and control ISO system processes in workshops or factories;- Install and repair start and stop circuits for three-phase, single-phase, and direct-current motors;- Assemble protection and signal circuits;- Assemble and repair electric circuits in metal-cutting machines such as drilling machines, lathes, milling machines, planers, grinders, and production machines like cranes, elevators, electric furnaces;- Assemble and install sensor circuits;- Repair and replace sensor circuits;- Select suitable conductors, arrange electrical systems to meet work conditions and usage purposes in buildings, workshops, or factories;- Select earthing and lightning protection systems for power lines and installations to meet work conditions according to TCVN and IEC electrical standards;- Install power supply lines for buildings or workshops to meet requirements and standards;- Select appropriate motors for non-adjustable and adjustable electric drives;- Identify components on circuit diagrams and in practice. Draw and analyze basic circuit diagrams applying electronic components;- Proficiently use measurement devices to measure, check electronic components, circuit elements, and circuit parameters;- Solder and correctly disassemble electronic circuits;- Inspect the quality of power electronic components during maintenance and replace basic power electronic components;- Proficiently connect PLC with PC and peripheral devices;- Write programs for different types of PLCs to meet technical requirements;- Use basic information technology as regulated, exploit, process, and apply IT in the professional tasks of the industry;- Use basic foreign languages, achieving level 1/6 in the Vietnamese language proficiency framework; apply foreign languages in professional tasks of the industry.
