Minimum Knowledge Volume for the Electrical Measurement Discipline (College)

On February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications will take effect.

According to the regulations on minimum knowledge volume and competency requirements that learners must achieve upon graduating from the intermediate and college levels in electrical measurement engineering, issued with Circular 48/2018/TT-BLDTBXH, the minimum knowledge volume required for learners graduating in electrical measurement engineering at the college level is as follows:

- Be able to present methods for calculating errors; laboratory standards; technical standards in the operation of devices and accessories in the electrical measurement system;

- Be able to analyze administrative procedures and regulations on contracts, negotiations, and job handovers; operation tickets and working tickets;

- Be able to analyze electrical safety technical procedures;

- Be able to present the processes of inspection, maintenance, repair, and replacement of measurement mechanisms: from electrical, electro-magnetic, dynamic electrical, inductive, electrostatic, and electronic:

- Be able to present the processes for inspection of measuring transformers (TU, TI), calibration processes for measurement standards; inspection processes for electric induction meters and electronic electric meters; installation procedures for electrical panels and boards;

- Be able to present the processes for managing, operating distribution transformers (MBA), 110kV and 220kV substations (TBA);

- Be able to present the structure, usage, and technical specifications of devices for measuring voltage, current, power, electric energy, voltage transformers, current transformers, switchgear, earthing systems, signaling systems, control systems, protection systems, electrical panels, and boards;

- Be able to present the working principles and operational policies of: ammeters, voltmeters, frequency meters, power factor meters, wattmeters, electric meters; lightning protection devices and grounding systems; control and protection systems;

- Be able to present technical standards, safety grounding resistance standards, lightning protection grounding, operational grounding; labor safety and industrial hygiene regulations;

- Be able to analyze electrical wiring diagrams, grounding systems, signaling systems, control systems, and protection systems for 110kV and 220kV substations;

- Be able to analyze the concepts and uses of electrical measurement systems, control systems, signaling systems, relay protection systems, automation systems, and grounding systems;

- Be able to analyze the wiring diagrams of high-low voltage electrical panels;

- Be able to describe methods for reading and analyzing electrical drawings;

- Be able to analyze and evaluate the working status of measuring devices, measurement systems (sensors, measuring meters, insulation, accessories, conductors, lightning rods, grounding devices, warning signs, etc.);

- Be able to present basic knowledge about politics, culture, society, law, national defense and security, and physical education as per regulations.
