From February 10, 2019, Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs (BLDTBXH) sets forth the minimum knowledge volume and competency requirements that graduates of intermediate and college levels in industries and professions related to materials, metallurgy, production, and other technical technologies must achieve.

According to the regulations, the minimum knowledge volume and competency requirements that graduates of intermediate and college levels in garment technology must achieve, as issued with Circular 46/2018/TT-BLDTBXH, include the following for intermediate-level garment technology graduates:
- Recognize the necessary conditions for the processes of designing, pattern making, and sizing patterns;
Analyze the properties and preservation methods of garment materials;
Describe the operation procedures of garment equipment, automatic and semi-automatic devices, and industrial sewing tools;
Identify the characteristics and anthropometrics of the human body;
Analyze the shape characteristics and structure of products through sample images, technical documents, and pattern products;
Describe the pattern design process for prototype samples and manufacturing samples;
Describe the grading method between different sizes;
Describe the process of creating technical documents;
Describe the method for color chart creation;
Describe the mock-up (fit sample), counter sample, and production sample sewing processes for products such as shirts, trousers, jackets, and dresses;
Describe the quality control processes and methods for garment products;
Describe some common defects in the processes of pattern design, sampling, and assembly line sewing;
Describe the application procedures of the 5S methodology in tasks and positions;
Describe basic knowledge of politics, culture, society, law, national defense and security, and physical education as required.
