Recently, the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) issued Circular 202/2014/TT-BTC regulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields of materials, metallurgy, production, and other technical technologies.

According to the regulations on the minimum knowledge volume, competence requirements that learners must meet upon graduation from intermediate and college levels in the field of garment technology issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge that students must achieve upon graduation from the college level in garment technology is as follows:
- Analyze the necessary conditions for the process of designing, sample sewing, designing, and deploying production;
- Analyze the characteristics, properties, and preservation methods of garment materials;
- Explain the operation processes of sewing equipment, automatic, semi-automatic equipment, and industrial sewing tools;
- Analyze the characteristics and anthropometry of the human body;
- Analyze the shapes and structures of products through sample images, technical documents, and prototype products;
- Explain the process of pattern design, production deployment patterns on paper, mannequins, and design software;
- Explain the method of grading between sizes, layout, and printing diagrams on a computer;
- Analyze the process of developing technical documents;
- Explain the method of developing material and auxiliary material norms;
- Analyze the process of calculating material consumption norms and creating color charts;
- Analyze the process of designing production lines and deploying production lines;
- Explain the process of trial sample sewing, sample counter sewing, and production deployment sample sewing;
- Analyze the process and methods of quality inspection for garment products;
- Analyze the process of managing the production team and resolving incidents on the line;
- Analyze various types of defects in the process of pattern design, sample sewing, design, and production line deployment;
- Analyze incidents in the process of designing production samples, sample sewing, developing technical documents, designing production lines, deploying production, managing production teams, and layout diagrams;
- Explain the Lean production line processes;
- Explain the process of applying 5S in operations and positions implementation;
- Explain basic knowledge of politics, culture, society, law, national defense, security, and physical education as regulated.
