Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs (MOLISA) stipulates the minimum required knowledge volume and competency requirements that learners must achieve upon graduation at intermediate and college levels in fields such as materials, metallurgy, production, and other engineering technologies.

According to the Regulation on minimum knowledge volume, competency requirements that learners must achieve after graduating from intermediate level, associate degree level in the Building Materials Engineering Technology sector, issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating in the Building Materials Engineering Technology program at the associate degree level includes:
- Present the basic content of 5S in the field of the profession;
- Present the process of conducting building materials experiments;
- Apply the operating principles of building materials production equipment;
- Present and analyze the basic errors causing technical issues during work processes and the methods of resolution;
- Apply the regulations on labor safety and environmental hygiene in construction and building materials production;
- Identify the shift handover process and record work logs;
- Identify labor safety standards;
- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as per regulations.
