Circular 46/2018/TT-BLDTBXH promulgates regulations on the minimum volume of knowledge, and competency requirements that learners must achieve upon graduation at the intermediate level and college level in fields such as materials, metallurgy, production, and other technical technology sectors on December 28, 2018.

According to the provision on the minimum knowledge volume and competency requirements that learners must achieve after graduating from the intermediate level and college level in the major of pulp and paper product manufacturing technology issued together with Circular 46/2018/TT-BLDTBXH, the minimum knowledge learners must achieve after graduating from the college level in the pulp and paper production technology major is as follows:
- Be able to present basic knowledge on labor safety and hygiene such as: Policies, rules, and safe working procedures for people and equipment;
- Be able to present the causes of electrical, chemical, and explosive safety issues, mechanical equipment safety, and preventive measures. Describe the methods to evaluate and manage risks related to work requiring strict safety and labor hygiene;
- Be able to present the structure, operating principles, and operational procedures of equipment in each stage of the pulp and paper production line (debarking drums, chipping machines, pulping equipment, heating equipment, washing equipment, various pumps, screening equipment, sand filtration equipment, bleaching towers, steam mixing equipment, pulp mixing equipment, auxiliary chemical preparation equipment, auxiliary chemical pumps, mixing tanks, hydraulic pulverizers, grinding equipment, pulp concentrators, pulp spray heads, breast rolls, couch rolls, press rolls, drying rolls, calender rolls, coating equipment, winding and rewinding equipment, sheet cutters, ruling machines);
- Be able to analyze factors affecting the technological process and product quality, such as: Raw material quality, chemicals, additives, cooking processes, washing, screening, bleaching, grinding, dewatering on the mesh, dewatering during pressing, drying...;
- Be able to present basic calculation methods for the production process;
- Be able to explain the causes of common incidents in the pulp and paper production process and suggest ways to resolve these incidents;
- Be able to describe the methods for inspecting and evaluating the quality of raw materials, basic chemicals, and product quality during the pulp and paper production process;
- Be able to present basic concepts of environment, environmental pollution, and waste treatment methods;
- Be able to present basic content in human resources management, production management, product quality management, and environmental management;
- Be able to present the shift handover procedures, fill out templates, and work logs;
- Be able to present basic knowledge about 5S in the field of the major;
- Be able to present basic knowledge about politics, culture, society, law, national defense and security, and physical education as prescribed.
