Minimal Skills for the Installation of Power Lines and Transformer Stations up to 110KV at Intermediate Level

Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

Under the Regulation on minimum knowledge volume, competency requirements that learners achieve upon graduation at the intermediate and college level in the field of installing power transmission lines and substations with a voltage from 110 kV or below issued together with Circular 48/2018/TT-BLDTBXH, it is stipulated the minimum knowledge required of learners upon graduation in the field of installing power transmission lines and substations with a voltage from 110 kV or below at the intermediate level as follows:

- Read and analyze different types of drawings used in construction, installation; maintenance, and repair; experiment, calibrate electrical works with a voltage up to 110 kV;

- Prepare, deliver/receive, use, and maintain various means, equipment, tools, and materials serving and ensuring safety... in the correct technique, ensuring safety;

- Transport and arrange means, equipment, tools, and materials at the site ensuring safety;

- Check and implement safety measures according to regulations ensuring 5S at the workplace; provide first aid to individuals injured in labor accidents in a timely manner;

- Distinguish, select correctly and sufficiently the equipment, tools, components after construction, installation; maintenance, repair; experiment, calibrate electrical works with a voltage up to 110 kV: Various types of electrical appliances, power transformers; measuring transformers; electric measuring equipment; lightning protection system; batteries; high-voltage compensating capacitors; cross-arms, insulators; busbars, cables, and wires; electric poles; grounding systems; electrical cabinets... for each specific work;

- Identify correctly the layout, construction positions, installation positions of equipment, and related marks on the construction site;

- Prepare all types of samples serving the synthesis of data, check and evaluate the process of construction, installation; maintenance, repair; experiment, calibrate electrical works with a voltage up to 110 kV;

- Inspect and supervise assets, equipment according to regulations;

- Measure, check, and calibrate post-construction and installation; maintenance, repair; experiment, calibrate electrical works with a voltage up to 110 kV ensuring conformity to regulations and safety;

- Prepare all the necessary procedures, acceptance documents, and hand over the electrical works according to regulations;

- Receive/issue work permits when conducting maintenance, repair of electrical works according to regulations;

- Construct electric pole foundations; grounding systems; erect electric poles; install line equipment; lay out, pull, tension, and secure wires/cables; test cable lines; install lightning protection systems... for power transmission lines with a voltage up to 110 kV ensuring correct technical standards and safety;

- Erect electric poles; grounding systems; install power transformers; measuring transformers; distribution cabinets, circuit breakers; install busbars, connect lines to the substation; install circuit-breakers, protection devices on the high-voltage side; measuring, controlling, and protection systems; compensating capacitor systems; direct current, alternating current systems; dispatching, telecommunications, SCADA systems; auxiliary power supply system... for substations with a voltage up to 110 kV ensuring correct technical standards and safety;

- Maintain and repair pole foundations, poles; cross-arms, insulators, wires, busbars; lightning protection systems; isolator switches, fuses; grounding systems; direct current, alternating current systems; circuit breakers; transformers... ensuring correct technical standards and safety;

- Detect damage and propose maintenance and repair measures for equipment and components of electrical works with a voltage up to 110 kV;

- Use basic information technology as required; exploit, handle, and apply information technology in the professional work of the sector, occupation;

- Use basic foreign language skills, reaching level 1/6 in the Vietnam’s Foreign Language Proficiency Framework; apply foreign language skills to the professional work of the sector, occupation.
