This is a noteworthy content stipulated in Decree 27/2016/ND-CP and Circular 95/2016/TT-BQP regarding monetary compensation for days when leave of absence cannot be granted to non-commissioned officers and soldiers.

To be specific, according to the provisions of Article 3 of Decree 27/2016/ND-CP, non-commissioned officers and enlisted soldiers serving from the thirteenth month onwards are entitled to annual leave; the duration of the leave is 10 days (excluding travel days) and they are entitled to receive reimbursement for travel fares as well as travel allowances according to current regulations.
According to the provisions of Article 3 of Circular 95/2016/TT-BQP, in cases where non-commissioned officers and enlisted soldiers are eligible for annual leave but due to combat requirements, readiness for combat, or in areas with difficult travel conditions that prevent granting leave, they are entitled to compensation for leave with the amount for one day of missed leave being equivalent to the basic daily meal allowance of infantry non-commissioned officers and enlisted soldiers as regulated at the time of not taking leave; the maximum number of days they can be compensated is 10 days.
Note: In this case, non-commissioned officers and enlisted soldiers will not be entitled to travel fare reimbursement, travel allowances, and the period is considered as travel days.
Regimental commanders and equivalent levels are responsible for reviewing and deciding on cases entitled to leave compensation within their units.
The circular also clearly states that monetary compensation will not be provided for cases eligible for special leave as stipulated in Clause 4, Article 3 of Decree 27/2016/ND-CP such as when the family encounters significant natural disasters or fires, or the death, missing status of biological parents; parents-in-law, legal caregivers, spouses, and biological or legally adopted children, or when non-commissioned officers and enlisted soldiers achieve particularly outstanding accomplishments in performing their duties.
