The method of providing public products and services for the management and maintenance of road works in Vietnam as prescribed in Article 4 of Circular 31/2014/TT-BGTVT (amended by Clause 2 Article 1 of Circular 38/2017/TT-BGTVT) is as follows:

For public products and services for the management and maintenance of road works specified in Clause 2 Article 3 of Circular 31/2014/TT-BGTVT: Implement by bidding method, in case the conditions for bidding are not met, the order placement method shall be applied.
For public products and services for the management and maintenance of road works specified in Clause 1 and Clause 3 Article 3 of Circular 31/2014/TT-BGTVT:

- Implement by bidding method, except for cases specified at point b and point c Clause 2 Article 4.

- Implement by order placement method in case the conditions for bidding are not met for: public products and services of a constructional nature, procurement of goods with a value not exceeding 01 billion VND; public products and services of a consultancy nature with a value not exceeding 500 million VND.

- For emergency repair work to overcome the consequences of storms, floods, and natural disaster incidents: Implement by order placement method in compliance with the regulations of the Minister of Transport on prevention and overcoming the consequences of floods and storms in the road sector.
