Method of Payment for Additional Salary for Officials and Public Employees

Circular 68/2018/TT-BTC was issued by the Ministry of Finance to guide the determination of demand, sources, and methods of disbursement for implementing the adjustment of statutory pay rate as per Decree 72/2018/ND-CP and the adjustment of monthly allowances for commune officials who have retired according to Decree 88/2018/ND-CP.

The method of disbursal of funds for the adjustment of statutory pay rate is prescribed in Circular 68 as follows:

- Ministries and Central agencies should direct and guide units to proactively use sources to pay the increased salaries for officials and public employees and workers.- For provinces and centrally-run cities with sources exceeding the required budget, the localities should proactively use the increased local budget revenues, save 10% of recurrent expenditures to supplement funds for the same level budget estimating units and subordinate budgets lacking sources.- For difficult localities, where the required budget exceeds the fund sources as stipulated in Circular 68. Pending the supplement of funds by competent authorities, the superior budget shall temporarily grant funds to the subordinate budget that lacks sources. The temporarily granted funds will be deducted when the competent authorities officially supplement the implementation budget.- Accounting and final settlement: The accounting and final settlement of funds for implementing salaries, allowances, and benefits shall comply with the provisions of the State Budget Law and current legal documents.
