Meeting of the Council for Project Selection of Film Production with at least 2/3 of Total Members

The details of this are specified in Circular 03/2020/TT-BVHTTDL, which regulates the organization and operation of the Project Selection Council for film production projects using state budget funds.

According to Clause 3, Article 9 of Circular 03/2020/TT-BVHTTDL, it is stipulated that the Film Production Project Selection Council using the state budget (the Council) must have at least 2/3 of the total number of Council members attending and collecting opinions by ballot (Appendix 2 issued together with this Circular) for the absent members. The Council's conclusion must be approved by at least 2/3 of the total opinions of the Council members and must be documented in the form of a Council meeting minutes for film production project selection containing the signatures of all Council members.

In addition, Circular 03 stipulates that the Council operates on the principles of collective, democratic, and public discussion to select and evaluate the film production projects under consideration. After the Expert Team assisting the Council concludes their professional work, the Agency selecting the film production project is responsible for organizing the Council meeting.

This Circular stipulates that the Chairman of the Council is responsible for: Deciding the program and work plan of the Council; Presiding over the Council meetings; Assigning the Vice Chairman of the Council and Council members to monitor specific tasks; Deciding and bearing overall responsibility for the Council's activities during the implementation of tasks as stipulated.

The Vice Chairman of the Council is responsible for performing specific tasks as stipulated above when assigned or authorized by the Chairman of the Council.
