Mechanism for Management and Use of Recruitment Fees, Examination Fees for Promotion in Civil Servants, and Public Employees

The content is detailed in Circular 228/2016/TT-BTC which stipulates the collection rate, collection policy, payment, management, and use of recruitment fees, examination fees for promotion, and upgrading of officials and public employees.

Recruitment fees, examination fees for promotion and rank advancement of officials and public employees are managed and used as follows:

- The fee-collecting organization, which is a public service provider, is allowed to retain 100% of the collected fees to cover expenditure items.- The fee-collecting organization, which is a state agency, must remit all collected fees to the state budget.- In the case where the fee-collecting organization is a state agency with operational expenses allocated from the fee revenue according to the provisions in Clause 1, Article 4 of Decree 120/2016/ND-CP, it is allowed to retain 100% of the collected fees to cover expenditure items.- The retained fee amount can be used for items specified in Article 5 of Decree 120/2016/ND-CP, including the following expenditure items related to the implementation of tasks and fee collection:

- Announcing on public media about the recruitment targets and conditions.- Checking applications, entering data, and notifying participants.- Compiling examination materials, renting venues, hiring lecturers for candidate training, and organizing the examination opening; covering travel, accommodation costs for lecturers and council members.- Printing and purchasing fee collection receipts.- Renting examination rooms and organizing the examination.- Reviewing candidate lists eligible for recruitment; council meetings, developing exam questions and answers, supervising exams, grading exams, and rechecking exam papers.- Purchasing supplies, office stationery, printing documents, and forms.- Other work directly serving the task of recruiting officials and public employees at competent agencies and units.
