What are the training standards required for primary school teachers? Is a university degree mandatory? This is a question that Law Secretary has recently received quite frequently from our Customers and Members. Law Secretary will address this issue in the following article.

According to the regulations in Chapter II of the Joint Circular 21/2015/TTLT-BGDDT-BNV, the standards of training and fostering qualifications for public primary school teacher titles are as follows:
- Hold a bachelor's degree in primary education or a bachelor's degree in relevant pedagogical disciplines for Grade II primary school teachers; hold an associate degree in primary education or in relevant pedagogical disciplines for Grade III primary school teachers; and hold a secondary-level diploma in primary education or in relevant pedagogical disciplines for Grade IV primary school teachers.
However, regarding this standard, the Education Law 2019 passed on June 14, 2019, raised the minimum training level for teachers. Accordingly, from July 1, 2020, the entire primary education system will be required to meet at least the bachelor’s degree standard, and preschool education must meet at least the associate degree standard. Consequently, from July 1, 2020, all Grade II, Grade III, and Grade IV primary school teachers must have at least a bachelor’s degree.
- Having a Level 2 foreign language proficiency according to Circular 01/2014/TT-BGDDT or a certificate of ethnic language for those positions requiring the use of ethnic languages for Grade II and Grade III primary school teachers; having a Level 1 foreign language proficiency according to Circular 01/2014/TT-BGDDT or a certificate of ethnic language for those positions requiring the use of ethnic languages for Grade IV primary school teachers.
For Grade II and Grade III teachers teaching foreign languages, the second foreign language proficiency must reach Level 2 according to Circular 01/2014/TT-BGDDT, and for Grade IV primary school teachers teaching foreign languages, the second foreign language proficiency must reach Level 1 according to Circular 01/2014/TT-BGDDT.
- Having the basic information technology skills certification according to Circular 03/2014/TT-BTTTT.
- Having a fostering certificate for Grade II and Grade III primary school teachers for Grade II and Grade III primary school teachers.
In addition to these standards, current legislation also stipulates that primary school teachers must meet standards of professional competence and occupational skills.
