Management Entity for Administrative Accounts of the Educational Sector Database System

According to the provisions of Clause 1, Article 2 Circular 26/2019/TT-BGDDT, the sector database on early childhood education, general education, and continuing education is a collection of digitized data on the management information of early childhood education, general education, continuing education, and related information, which is constructed, updated, and maintained to serve state management in the fields of early childhood education, general education, continuing education, and provide information as prescribed by law. The sector database includes component databases: Database on schools; database on classes; database on the staff of teachers, education managers, and employees; database on students; database on school facilities and other component databases as prescribed by the Ministry of Education and Training.

The administration accounts and user accounts of the sector database system are managed by each competent authority:

- Administration account of the sector database system is managed by the Ministry of Education and Training (Department of Information Technology).

- Administration account of the Departments of Education and Training is issued and managed by the Ministry of Education and Training. The Departments of Education and Training issue and manage user accounts of units and individuals under the Departments of Education and Training.

- Administration account of the Divisions of Education and Training is issued and managed by the Departments of Education and Training. The Divisions of Education and Training issue and manage user accounts of units and individuals under the Divisions of Education and Training.

- Administration account of educational institutions is issued and managed by the Departments of Education and Training or the Divisions of Education and Training that directly manage them. User accounts of departments and individuals within educational institutions are issued and managed by the educational institutions.

Organizations and individuals granted accounts must be responsible for account security, data confidentiality, and managing and using accounts following the prescribed purposes and functions.
