Management and Use of Fees for Assessing Postal Service Operating Conditions

On November 15, 2016, the Minister of Finance issued Circular 291/2016/TT-BTC stipulating the rates, collection policies, remittance, management, and usage of the fee for appraising conditions of postal activities.

Circular 291/2016/TT-BTC prescribes the appraisal fees for postal operation conditions and adds several new fee rates as follows:

+ The appraisal fee for the transfer of a whole enterprise due to the sale, merger of enterprises within inter-provincial scope is 8,500,000 VND/time;

+ The appraisal fee for the transfer of a whole enterprise due to the sale, merger of enterprises within international scope to Vietnam is 10,500,000 VND/time, from Vietnam is 11,500,000 VND/time, and both ways is 12,500 VND/time.

+ The initial appraisal fee for the transfer of a whole enterprise due to the sale, merger of enterprises is 2,500 VND/time;

The fee collection bodies are the Ministry of Information and Communications and the Department of Information and Communications within their competence for appraisal activities.

The Circular takes effect from January 1, 2017, and replaces Circular 185/2013/TT-BTC dated December 4, 2013, of the Minister of Finance.
