Management and Use of Fees for Appraisal, Exploration, and Exploitation of Water Resources

This content is detailed in Circular 270/2016/TT-BTC, which stipulates the fees, fee collection policies, submission, management, and use of appraisal fees for licensing the exploration, exploitation, and use of water resources; discharge of wastewater into water sources; and practicing underground water drilling carried out by central agencies.

The management and use of appraisal fees for licensing exploration, extraction, and use of water resources are stipulated in Circular 270/2016/TT-BTC as follows:

- Fee-collecting organizations must remit 100% of the collected fees to the state budget. The costs for appraisal activities and fee collection shall be covered by the state budget, allocated within the budget estimates of the collecting organization according to policies and spending standards of the state budget as prescribed by law.

- Fee-collecting organizations that are entitled to operational expense contracting from the fee collection source as stipulated in Clause 1, Article 4 of Decree 120/2016/ND-CP may retain 50% of the total collected appraisal fees to cover the costs of appraisal activities and fee collection, and remit 50% to the state budget. The retained amount shall be managed and used in accordance with Article 5 of Decree 120/2016/ND-CP; including expenses directly related to appraisal and fee collection, such as inspection costs at the facility and organizing appraisal board meetings. The spending levels are in accordance with Circular 58/2011/TT-BTC and any amendments, supplements, or replacements.
