Circular 26/2014/TT-BQP stipulates the list of severe diseases as a basis for managing, treating, caring for, and addressing policies for servicemen, public defense employees, and those working in cryptographic organizations managed by the Army, including:
1. Types of Cancer
Including various types of cancer, whether or not they have been treated, and advanced to the terminal stage (localized tumor with extensive invasion, metastasis in multiple locations within the body, numerous complications, emaciated condition, bedridden). Poor prognosis, short life expectancy.
2. Neurological Diseases
- Central nervous system damage caused by various reasons leaving irreversible sequelae: Quadriplegia, paraplegia, incapacity to sit up or walk independently, emaciated condition, requiring continuous medical care.
- Severe dementia state, complete memory loss, cortex-less state necessitating continuous, regular medical care.
- Complete insanity, brainless state following a traumatic brain injury.
- Parkinson's disease in its sequelae stage, requiring medical care.
- Grand mal epilepsy (generalized), frequent or continuous seizures.
3. Liver Diseases
Decompensated cirrhosis: Large, frequent ascites; complications of gastrointestinal bleeding due to ruptured varices, repeated recurrences; hepatorenal syndrome; severe emaciation, incapacity for self-care.
