On December 28, 2018, Circular 46/2018/TT-BLDTBXH was issued by the Ministry of Labor, Invalids, and Social Affairs (BLDTBXH), stipulating the minimum knowledge volume and competency requirements for students to achieve upon graduation at intermediate and college levels in the fields of materials, metallurgy, production, and other technical engineering disciplines.

According to the Regulations on the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level and college level in the field of Rubber Product Manufacturing Technology, issued together with Circular 46/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating in the field of Rubber Product Manufacturing Technology at the intermediate level are as follows:
- Comply with the internal regulations of the agency and the provisions of the law;- Work independently in changing working conditions, cooperate well with colleagues and other departments during work. Take personal responsibility and partly for the group;- Evaluate the quality of one's own work and the results of the group's performance;- Instruct others to perform predetermined tasks;- Have responsibility for environmental protection, waste collection, and hazardous waste;- Have a sense of learning and training to improve professional level and vocational skills.
Furthermore, after graduation, learners are capable of meeting the requirements for positions in the field, including:
- Implementing the production processes of rubber products;- Supervising production in rubber product manufacturing factories;- Trading rubber and polymer products.
