On February 10, 2019, Circular 48/2018/TT-BLDTBXH of BLDTBXH promulgating the regulations on the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications came into effect.

As stipulated in the regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from the intermediate level, college level of the Refrigeration Equipment Installation industry, issued together with Circular 48/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating with a college degree in Refrigeration Equipment Installation is as follows:
- Work independently or work in groups, solving complex tasks and problems in changing work conditions;
- Guide and supervise group members in performing assigned tasks, taking individual responsibility and group responsibility;
- Have a sense of responsibility in handing over maintenance and warranty records of refrigeration systems and accessories to the investor and provide complete, accurate operational guidance in accordance with the law;
- Proactively plan and organize work execution;
- Exhibit professional ethics, industrial manner, and organizational discipline;
- Comply with the unit's rules and regulations;
- Always be receptive, cooperative, and supportive of colleagues, continually improving professional knowledge;
- Be dynamic, creative in the work process, possess teamwork spirit, flexibly apply learned knowledge to actual production;
- Cultivate discipline, perseverance, meticulousness, seriousness, proactiveness, and positive creativity in learning;
- Take responsibility for assessing the quality of work after completion and the performance of oneself and group members before the leaders of the agency, organization, or unit.
