Recently, the Minister of Culture, Sports, and Tourism of Vietnam announced new and amended administrative procedures in the field of Emulation and Commendation.
Latest procedure for consideration for awarding “People's Artist” title (For the Grassroots-Level Council of Cultural and Art Units under Ministries in Vietnam) (Internet image)
On June 27, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Decision 1739/QĐ-BVHTTDL to announce new administrative procedures and amendments in the field of Emulation and Commendation under the management of the Ministry of Culture, Sports, and Tourism of Vietnam.
As specified, the procedures for consideration for awarding “People's Artist” title (For the Grassroots-Level Council of Cultural and Art Units under Ministries in Vietnam) is as follows:
Individuals specified at points a and c, Clause 1, Article 2 of Decree 61/2024/NĐ-CP dated June 6, 2024 (hereinafter referred to as Decree 61/2024/NĐ-CP), can submit a dossier directly, by post, or electronically to the unit where they work or worked before retirement.
In case the individual's dossier is incomplete or incorrect, the receiving agency will guide the individual to complete the dossier. Within 7 days from receiving the returned dossier, the individual must resubmit the completed dossier to the receiving agency.
Specialized agencies will establish councils to consider the title of "People's Artist" as specified in Chapter III of Decree 61/2024/NĐ-CP, including: grassroots-level council, ministerial-level council, and state-level council.
The procedure for consideration at the grassroots-level council (including units: theaters, professional art groups under ministries; academies, cultural and artistic training schools, film units under ministries with functions of research, training, creativity in culture and arts; specialized agencies in cultural and artistic activities under the Ministry of Culture, Sports, and Tourism; cultural and artistic management departments under the Ministry of Public Security and the Ministry of National Defense):
Publicize the list of individuals proposed for the title of "People's Artist" by posting it publicly or on the unit's website for 10 days, starting from the end date for receiving individual dossiers, to gather public opinion.
Accept and handle public feedback within 15 days from the end of the public list of individuals proposed for the title "People's Artist" by public posting or online posting on the unit's website.
Review and evaluate each dossier proposing the title of "People's Artist" as stipulated in Article 7 of Decree 61/2024/NĐ-CP within 10 days from the date the council's standing committee reports and seeks opinions from council members on the dossiers.
Within 7 days from the end of the meeting, the council must notify the individuals whose dossiers are under consideration of the title "People's Artist" in writing about the result.
Accept and handle complaints within 20 days from the date of notification of the council’s result.
Within 7 days from the end of the period for receiving and handling complaints, complete the dossiers proposing the title of "People's Artist" attaining at least 80% of the approval votes from the total present council members at the meeting, and send it to the ministerial-level council's standing committee.
The procedure for consideration at the ministerial-level council and the state-level council is carried out sequentially as outlined in Articles 15 and 16 of Decree 61/2024/NĐ-CP.
The Ministry of Culture, Sports, and Tourism will organize the ceremony for awarding the title of "People's Artist."
