Regarding this matter, LawNet would like to answer as follows: 

On May 20, 2024, the Director General of the General Department of Taxation of Vietnam issued Decision 669/QD-TCT on the Regulations for Management, Use, and Organization of Exams and Assessments on the General Department of Taxation's online exam software.

Latest guidelines for Organizing Exams on the Online Exam Software of the General Department of Taxation of Vietnam

According to Article 10 of the Regulations issued together with Decision 669/QD-TCT dated May 20, 2024, the guidelines for Organizing Exams on the Online Exam Software of the General Department of Taxation of Vietnam are as follows:

- Exams on the online exam software can be conducted in centralized or decentralized online formats.

- The exam organizing unit is responsible for developing an exam plan, including the exam schedule, creating a list of candidates for each exam session, assigning invigilators, and preparing the necessary facilities, equipment, and resources for the exam, at least two working days prior to the exam date.

- Each centralized online exam location must have a minimum of two invigilators. The number of invigilators should be based on the number of candidates per exam session. On average, one invigilator is responsible for supervising a maximum of 10 candidates per exam session.

- Exam forms: The exam forms are automatically generated by the online exam software (Form 03 - Exam Form).

+ For centralized online exams: the exam forms are printed by the exam organizing unit from the software and distributed to candidates during the exam registration process.

+ For decentralized online exams: the exam forms are automatically sent to candidates via their official email accounts at least one working day before the exam date.

- The exam organizing unit is responsible for creating exam sessions on the online exam software, uploading the list of candidates and invigilators for each exam session, and completing these tasks at least 6 hours before the start of the exam. The exam questions should be made available for retrieval within 15 minutes from the start of the exam.

- During the exam organization process, the exam organizing unit must supervise the invigilation work, ensure compliance with current regulations, and report any violations committed by invigilators or exam-related personnel (if any) to the competent authorities for consideration and handling.

What are the four exam formats on the Online Exam Software of the General Department of Taxation of Vietnam?

Based on Article 8 of the Regulations issued together with Decision 669/QD-TCT dated May 20, 2024, the exam formats available on the General Department of Taxation's online exam software include:

- Multiple-choice exam: Candidates directly choose from the available answer options on the exam; or fill in the appropriate answer in the blank.

- Essay exam: Candidates directly enter the content of the essay on the interface of the online exam software.

- Combination of multiple-choice and essay exam: Candidates combine both multiple-choice (for the multiple-choice section) and essay (for the essay section) formats on the online exam software.

- Practical assignment: Candidates directly enter the content of the practical assignment on the interface of the online exam software.

More details can be found in Decision 669/QD-TCT, which comes into force from May 20, 2024.
