On February 10, 2019, Circular 46/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate level, college level in the fields of materials, metallurgy, production and other technical technology sectors will take effect.

According to the regulations on minimum knowledge volume and competency requirements that learners must achieve upon graduation from secondary and college levels in the field of thermal engineering technology, issued together with Circular 46/2018/TT-BLDTBXH, it is stipulated that after graduating with a secondary level in thermal engineering technology, learners have the competency to meet the requirements for positions in the field, including:
- Installation, operation, maintenance, and repair of residential and commercial refrigeration systems;- Installation, operation, maintenance, repair, and operation of industrial refrigeration systems;- Installation, operation, maintenance, and repair of air conditioning systems;- Installation, operation, maintenance, repair, and operation of boiler systems and drying systems;- Production and processing of thermal equipment;- Consultation and sales of thermal materials and equipment.
Additionally, the regulation on the ability to study and improve the qualifications is as follows:
- The minimum knowledge volume and competency requirements that learners must achieve upon graduation in the field of Thermal Engineering Technology at the secondary level can be further developed at higher levels;- Graduates have the capability of self-study and self-updating scientific and technological advancements within the field to enhance their level or pursue higher studies in the same field or in related fields.
